We present several constraints on the energy dissipation measure arising in the inviscid limit of 2D incompressible Navier-Stokes. The approach is quite measure theoretic, strongly connected with the "concentration compactness" principle à la Lions. Since the dynamics adds some technicalities, the main proofs will be given for the (simplified) steady case. Based on ongoing projects with Jaemin Park (Yonsei University).
